Investigations into Muthambi and former SABC bosses begins today

The Special Investigation Unit will today kick off investigations into the rot that saw the SABC plunged into crisis mode last year, Parliament has announced.

In August, President Jacob Zuma authorised the Special Investigating Unit (SIU) to investigate certain matters at the SABC, in terms of section 2 (2) of the Special Investigating Unit and Special Tribunals Act, 1996.

This was months after Speaker of Parliament Baleka Mbete was supposed to report back and pass the SABC Inquiry report on to President Zuma, as recommended by the ad hoc committee which worked on the inquiry.

The Proclamation authorises the SIU to investigate the following allegations:

  • The procurement of, or contracting for goods, works or services by or on behalf of the SABC from various companies or  service providers and payment made in respect thereof in a manner that was not fair, transparent, competitive and equitable or cost effective.
  • Any undisclosed or unauthorised interest that certain members of the personnel of the SABC may have had with regard to contractors, suppliers or service providers who submitted bids for work or did business with the SABC; or contractors awarded by or on behalf of the SABC.
  • Improper or unlawful conduct by board members, officials or employees of the SABC.
  • Unlawful appropriation or expenditure of public money or property.
  • Intentional or negligent loss of public money or damage to public property.

Among the people to be investigated by the SIU are former Communications Minister, Faith Muthambi, former SABC chairpersons, Ben Ngubane and Professor Mbulaheni Maguvhe and former CEO, James Aguma.

The Standing Committee on Public Accounts (Scopa) said it is hoping that all the officials of the SABC will cooperate fully with the investigation so that the SIU can get to the bottom of the problem that caused such maladministration.

“Scopa is happy that the work of the Committee is bearing fruit and would like to thank the SABC Interim Board for its sterling work which has seen the SABC stabilising from the dire situation it was in,” Scopa said.

This Wednesday, the SIU is going to appear before Scopa to brief the Committee on all the cases before the Unit.
