Government says learner placement is on track for 2019

In the past couple of weeks we reported that over 748 students in Gauteng were still to be placed in schools for 2019, but the Department of Education begs to differ as they state that they have made significant progress in preparing schools nationwide for next year.

The deputy director general for planning and delivery oversight Palesa Tyobeka addressed the Portfolio Committee on Basic Education earlier this week, and told them that learner admissions is one of the tests for school’s readiness.

Next year’s admission preparations in all provinces have improved because admissions are conducted in line with the approved business process for learner admissions, according to Tyobeka.

“Unpreparedness for the placement of learners in time has a negative effect on the start of the schooling programme, the final placement lists are set to be finalised by the end of November,” she added.

According to the Department of Education parents who had not responded in time to accept placements for learners, as well as  duplicate applications to multiple schools are just some of the challenges affecting the learner placement programme.

The department says the deployment of textbooks and stationery are underway and the delivery to schools has been scheduled for 15th October to 30 November 2018.

In terms of furniture most provinces reported funding as a challenge and the demand for school furniture always exceeds the supply.

“Most of the needs identified are for replacement of furniture, the uptake on the programme to rehabilitate old furniture by provinces is very low,” said the Department.

The Department told the Committee that it has 1 557 sanitation projects that are at the implementation stage nationally and 653 projects have reached practical completion, while 942 Accelerated Schools Infrastructure Delivery Initiative (ASIDI) are being implemented and 632 have reached practical completion.

Addressing the issue of provision of teachers for each class and each subject still remains a challenge though, and the placement of Funza Lushaka graduates in posts should be finalised by the end of December 2018.

What the Department also experienced as a challenge was learners without proper identity documents, with them stating that there is a need to strengthen initiatives that focus strongly on learners of parents who are in the country illegally.
