New National Assembly agrees on agenda guidelines

Earlier this week, the new National Assembly (NA) Rules Committee met to discuss the guidelines and determinations for regular items on the agenda of NA plenary sittings.

According to IOL News, the NA heard proposals that included the possible establishment of an oversight committee on the Presidency, which would be scheduled for discussion on a later date.

“In terms of the NA rules, the Speaker must, with the concurrence of Rules Committee, establish a range of portfolio committees and assign a portfolio of government affairs to each committee, as well as determine a name and the composition in each case,” said a Parliamentary spokesperson.

Furthermore IOL News noted that guidelines were also agreed upon on how to establish the subcommittee on NA Rules, establishing portfolio and standing committees.

Parliament added that portfolio committee will be composed of 11 members, with the ANC having six members, DA two members, EFF one member and two members from other parties. This committee will soon hold their first meeting to select their chairpersons and determine their programmes.

IOL News adds that the appointment of party whips was also discussed and agreed to, explaining that whips are members of political parties selected to assist in the organising of party business and keeping members informed about the party and parliamentary business. They also ensure that members attend committee meetings and House plenary sittings and take part in debates in plenary sittings.

“The ANC with 230 seats would have 35 whips, the DA with 84 seats would have 13 whips, the EFF with 44 seats would have seven whips, the IFP with 14 seats would have two whips. The Freedom Front has 10 seats, the ACPD with four seats would have one whip and the smaller parties would be allocated two whips,” concluded the spokesperson.
